Does anyone here happen to recognize which of the Rescue Rangers TV episodes this cel was originally from?

I was considering taking a screen capture or somehow creating an appropriate background for it, but I just don’t remember Chip holding this particular piece of paper.

It’s not in any episode. This was taken from a promotional advert for Kelloggs.
